Should I submit rough-opening or existing-frame dimensions?

That depends on whether the project uses a full-frame, new-construction or insert replacement. Label the measurement type and include photos so the order review does not treat one dimension as another.

Is installation included?

Product-only and installation-assisted projects can both be reviewed. Installation availability depends on the ZIP code, opening condition, access, permit scope and current installer coverage.
